Amends G.S. 132-1.1 to add a new subsection clarifying that proprietary computer code written by and for use by North Carolina government agencies or their subdivisions is not a public record.

Applies the exemption retroactively to all public records existing before, on, or after the effective date of the act.

Becomes effective upon enactment into law.
