Modifies voter registration form requirements to allow forms to be filled in online and printed for mailing, with functionality to save data and download county board of elections mailing addresses.

Establishes a secure online voter registration system managed by the State Board of Elections for individuals with a current and valid North Carolina drivers license, learner's permit, provisional license, or special identification card for nonoperators.

Requires the Division of Motor Vehicles to verify applicant information against its database and submit confirmed applications to the appropriate county board of elections, including the applicant's digital signature from motor vehicle records.

Directs the Division of Motor Vehicles to notify applicants by mail and email if their information cannot be verified and their application cannot be processed.

Takes effect December 1, 2013.
