Increases the Civil Service Board membership for Charlotte from seven to nine members, with six appointed by City Council and three appointed by the Mayor.

Changes the quorum requirement from any combination of Board members and alternates totaling three to a total of five members constituting a quorum.

Maintains the three-year term length for each board member and continues existing vacancy-filling procedures.

Removes the reference to alternates in the quorum provision and requires all board members to attend regular meetings per attendance policies established by Council.

Becomes effective upon enactment.
