Terminates leases between the State and North Carolina Cultural Center, Inc. for the Indian Cultural Center site and the Riverside Golf Center for the Riverside Golf Course within 15 days of the bill's effective date.

First offers Parcel 1 (386.69 acres) to the Lumbee Tribal Administration for purchase at appraised value with restrictive covenants requiring public access, tribal use at no cost, no subdivision, and no natural resource sales; the tribe has 90 days to accept.

If the Lumbee Tribal Administration declines, Parcel 1 shall be sold according to general State land sale procedures without restrictive covenants.

Allocates Parcels 2, 3, and 4 (totaling approximately 143.5 acres) to the Department of Environment and Natural Resources, Division of Parks and Recreation as part of Lumber River State Park.

Distributes net proceeds from Parcel 1 sale with $7,300 reimbursing the appraisal cost, 25% funding improvements to the other parcels, and 75% deposited into the Savings Reserve Account.
