Changes membership composition of the domestic violence fatality review team in Mecklenburg County by replacing generic "representatives" with specific officials or their designees from each agency.

Adds the Sheriff of Mecklenburg County (or designee) as a new member position and includes a district court judge and magistrate to oversee domestic violence cases.

Replaces positions for health care system representative and domestic violence survivor with a representative from a higher education institution and a probation/parole agency representative.

Allows Mecklenburg County board of commissioners to appoint up to two additional community representatives with expertise in preventing domestic violence.

Requires the review team to issue additional reports every three years after 2014, in addition to the interim report due by June 15, 2011.
