Excludes the administration of lethal injection from the practice of medicine and protects licensed health care professionals (physicians, nurses, pharmacists) from disciplinary action by state regulatory boards for assisting in executions.

Changes lethal injection protocol from a specific barbiturate and paralytic agent to allow the Secretary of the Department of Public Safety to determine the intravenous injection substance or substances in lethal quantity, ensuring compliance with federal and state constitutions.

Requires the Attorney General to notify the Secretary of the Department of Public Safety within 90 days of specific legal milestones in capital cases, upon which the Secretary must schedule execution within 15-120 days (previously 30-60 days).

Repeals Article 101 of Chapter 15A (Racial Justice Act), eliminating the process allowing defendants to use statistical evidence to prove purposeful discrimination and reduce death sentences to life imprisonment without parole.

Requires the warden and Attorney General to submit periodic reports to the Joint Legislative Oversight Committee on Justice and Public Safety regarding execution team readiness and status of pending postconviction capital cases.
