Requires the physician performing an abortion to be physically present during the entire procedure and immediately available during patient recovery until discharge.

Mandates that any physician performing an abortion must have hospital admitting privileges at a facility located within 30 miles of where the abortion is performed.

Requires disclosure to the patient that information about viewing the unborn child via ultrasound or hearing the heartbeat is available, including referrals to facilities offering these services free of charge.

Adds requirement for the Department to provide resources and contact information for assistance related to fetal disabilities or serious abnormalities discovered during ultrasound.

Takes effect October 1, 2013.
