Raises compulsory school attendance age from 16 to 18 years old for public schools, regional schools, and charter schools in North Carolina.

Requires students ages 16-18 who wish to drop out must participate in a final counseling session with a parent, guardian, or custodian where they and their parent must sign a statement.

The required statement must include information on academic skills not yet achieved, earning power differences between high school graduates and dropouts, and available educational alternatives.

Modifies juvenile delinquency laws to distinguish between 16-17 year olds who have properly dropped out versus those unlawfully absent from school without following the new dropout procedure.

Effective for the 2013-2014 school year and beyond.
