Authorizes Durham County to construct water treatment and wastewater treatment plant projects without complying with specified provisions of Article 8 of Chapter 143 of the General Statutes (G.S. 143-128, 143-129, 143-131, 143-132, 143-64.31, and 143-64.32).

Permits Durham County to use single-prime contractor method, design-build method, design-build operate method, or request for proposals and negotiation as alternative design and construction methods.

Requires Durham County to obtain proposals from and interview at least three design-build or design-build operate teams; if fewer than three proposals are received after 30 days of public advertisement, the County may proceed with proposals received.

Requires the Board of Commissioners to award the contract to the best qualified contractor based on project completion time, capital and operation/maintenance costs, technical merits, reliability, environmental protection, and other factors specified in the request for proposals.

Effective upon becoming law.
