Reduces Guilford County Board of Education from 11 to 9 members effective first Monday in December 2016, consisting of 8 single-member district seats and 1 at-large seat.

Changes Guilford County Board of Education elections from nonpartisan to partisan elections beginning with the 2016 election cycle, with staggered four-year terms for district and at-large members.

Establishes 8 new single-member districts for Guilford County Board of Education using 2010 Census voting tabulation districts, with boundaries remaining fixed unless changed by G.S. 115C-37(i).

Creates 7-member Stanly County Board of Commissioners (5 from single-member districts, 2 at-large) and 7-member Stanly County Board of Education (5 from single-member districts, 2 at-large), both serving four-year terms with elections beginning in 2014 and 2016.

Prohibits Stanly County board structure changes prior to 2020 Census, after which boards may revise election districts with identical boundary lines between the two boards.
