Requires permanent rules in North Carolina to expire on staggered dates unless readopted: Title 10A rules expire December 31, 2016; Title 15A rules expire December 31, 2017; Title 21 rules expire December 31, 2018; all other rules expire December 31, 2019.

Establishes a 10-year expiration period for rules after their effective date, readoption date, or most recent amendment, whichever is latest.

Allows rules to be readopted without changes to prevent expiration, and exempts agencies exempt from rule-making requirements from the expiration provisions.

Requires the Regulations Commission to establish submission timelines for expiring rules in consultation with adopting agencies.

Directs the Codifier of Rules to provide annual notice to agencies of rules expiring within the next two years.
