Amends G.S. 105-507.2 to prevent termination of local sales and use taxes pledged to bonds until the final payment or provision for final payment is made on the bonds outstanding when the repeal resolution is adopted.

Adds public transportation facilities as an eligible project type for special obligation bonds issued by units of local government under G.S. 159I-30(g)(3).

Defines eligible public transportation facilities to include equipment, buses, surface railways, below-ground railways, ferries, passenger stops, parking facilities, and similar facilities.

Applies to cities with respect to services or facilities authorized by G.S. 160A-536 and provided in municipal service districts.

Effective upon enactment.
