Reduces the Pitt County Board of Education from 12 members to 9 members, effective in 2014 if approved by referendum.

Establishes 6 numbered single-member districts and 3 lettered districts (each combining two numbered districts), with qualified voters electing one resident per district.

Changes member terms from 6 years to 4 years, with initial elections in 2014 for lettered districts and 2016 for numbered districts, subject to voter approval via referendum.

Moves the effective date for board members to take office to the first regular meeting of the board in July of the election year rather than the date set by state law.

Requires submission of voting changes to the U.S. Attorney General for preclearance under the Voting Rights Act of 1965 if applicable, with the referendum to be held during the 2013 general election.
