Establishes a Civil Penalties Litigation Fund within the Civil Penalty and Forfeiture Fund to be administered by the Office of State Budget and Management to repay schools owed civil penalty funds from court judgment.

Allocates funds to local school administrative units on a per-pupil basis for school technology purposes, based on current school year student population.

Appropriates annually from the General Fund beginning in fiscal year 2014-2015 the lesser of: (i) 10% of unreserved General Fund balance, (ii) $100,000,000, or (iii) the amount owed under the N.C. School Boards Association v. Moore court judgment.

Court judgment from August 2008 determined the State owed schools $747,883,074 in civil penalties collected before the North Carolina Supreme Court's 2004 ruling that such funds belong to schools rather than the State.

Requires appropriated funds to supplement, not replace, other public school technology funding from the General Assembly.
