S328 - Solid Waste Management Reform Act of 2013

• Extends permits for sanitary landfills and transfer stations from shorter terms to up to 30 years, with mandatory limited reviews every 5 years starting 5 years after initial issuance.

• Modifies permit fees and introduces new fee categories for sanitary landfills and transfer stations based on waste volume capacity, with fees paid in installments over 10-20 years for larger facilities.

• Reduces environmental and siting restrictions by eliminating certain buffer requirements around protected lands, removing the 5-mile National Wildlife Refuge restriction, and reducing the buffer distance requirement from multiple miles to 1,500 feet for various protected areas.

• Changes solid waste container and vehicle requirements from "leak-proof" to "leak-resistant" standards and excludes water adhering to vehicle tires from leachate definitions.

• Authorizes cities and counties accepting solid waste from other jurisdictions to impose surcharges on disposal fees and transfer excess landfill fund balances to general funds for other services.

• Requires large landfill operators (240,000+ tons/year capacity) to research alternative disposal technologies and conduct feasibility studies for landfill gas-to-energy or waste-to-energy systems.
