Amends North Carolina unemployment insurance law to make workers eligible for benefits if they were separated from employment through no fault of their own after a period of disability leave.

Requires that eligible individuals were on short-term or long-term disability leave immediately before separation and were medically released as able to return to work.

Specifies that eligible individuals must not have been employed by another employer during the disability period.

Provisions are effective until July 1, 2013, with amendments to G.S. 96-13, 96-12, and 96-14, with a permanent provision added to G.S. 96-14.1 effective July 1, 2013.

Applies to claims filed on or after the date the act becomes law.
