Directs the Environmental Review Commission to study statutory models for establishing, operating, and financing water and sewer service organizations in North Carolina.

Requires examination of six specific statutory models: Sanitary Districts, Water and Sewer Authorities, Metropolitan Water Districts, Metropolitan Sewerage Districts, County Water and Sewer Districts, and similar organizations.

Instructs the Commission to determine whether and how the number of statutory models should be reduced and consolidated while assessing impacts on existing organizations' operations and financing.

Requires the Commission to report findings and recommendations to the 2014 Regular Session of the General Assembly.
