Proposes a constitutional amendment granting every person the right to inspect or copy any public record made or received in connection with official business of state, county, municipal, and local government bodies, except records exempted by law.

Requires all meetings of collegial public bodies in the executive branch and local governments at which official acts are taken or public business is transacted to be open to the public with advance notice, except meetings exempted by law.

Allows the General Assembly to exempt records and meetings from public access requirements only through a two-thirds vote in each house, with laws stating the public necessity and being no broader than necessary to accomplish their stated purpose.

Preserves all laws and court rules limiting public access that are in effect on January 1, 2014, until they are amended or repealed.

Submits the amendment to voters at the November 2014 statewide general election, with the amendment becoming effective upon certification by the State Board of Elections if a majority of votes cast support it.
