Voids a 75-99 year lease of the Dorothea Dix Property in Raleigh between the State and City of Raleigh executed December 28, 2012, finding it was executed without proper disclosure of material lease terms to the Governor, Council of State, and General Assembly.

Requires the City and State to terminate the lease and refund any payments made by the City, with both parties released from further obligations under the lease effective April 1, 2014.

Directs the Department of Administration and Department of Health and Human Services to jointly evaluate recommended uses of the property identified in the 2007 State Government Facilities Master Plan and report findings to the General Assembly by March 15, 2014.

Authorizes the Department of Administration to dispose of portions of the Dorothea Dix Property at fair market value through sale, installment purchase, lease, or other method with Council of State approval, granting the City of Raleigh right of first refusal.

Requires any proceeds from disposition of the property to be held in a special fund for appropriation by the General Assembly for mental health purposes consistent with the original deed transferring the property to the State.
