Creates the North Carolina Charter Schools Advisory Board as an 11-member voting body appointed by the Governor (3 members), General Assembly (6 members), and State Board of Education (1 member), plus the Lieutenant Governor, to make recommendations on charter school rules, applications, and charter actions.

Eliminates the previous multi-entity chartering system and consolidates all charter school approval authority exclusively with the State Board of Education, removing the role of local boards and university trustees in preliminary approval.

Establishes application fees of $500-$1,000 for initial and renewal charter applications and requires charter schools to be accountable to the State Board for compliance with laws and charter provisions.

Modifies teacher certification requirements by reducing the percentage of teachers required to hold licenses from 75% (K-5) and 50% (6-8, 9-12) to 50% across all grade levels, while maintaining college degree requirements for core subject teachers in grades 6-12.

Provides charter schools with appeal rights to county commissioners for facility leasing disputes and allows State Board to authorize new entities to assume failing charters through competitive bidding while transferring public assets to the new operator.
