Establishes a 12-member Joint Legislative Oversight Committee on General Government with 6 members appointed by the Senate President Pro Tempore and 6 by the House Speaker.

Committee shall examine programs, operations, and policies of 16 general government agencies including Administration, State Auditor, Cultural Resources, Revenue, Secretary of State, State Ethics Commission, and others on a continuing basis.

Grants Committee authority to review budget compliance, monitor agency expenditures, receive audit and report presentations, identify duplicative functions, and monitor service quality across general government agencies.

Committee may make reports and recommendations to the General Assembly, including proposed legislation to implement its recommendations.

Committee members serve two-year terms beginning when the General Assembly convenes in odd-numbered years and receive travel and subsistence expenses; quorum is five members with a majority vote required for action.
