Establishes expedited process for modifying existing interbasin transfer certificates, allowing modifications without full re-certification if certificate holder is in substantial compliance and environmental impact statement is not otherwise required.

Creates expedited certification process for interbasin transfers to supplement groundwater in 15 Central Coastal Plain Capacity Use Area counties or to serve coastal area counties, eliminating requirement for environmental impact statement unless otherwise required by law.

Modifies water transfer threshold from fixed daily amount to calculated as daily average of calendar month not exceeding 3,000,000 gallons per day in any single day, and changes measurement language for permitted transfers.

Adds definitions for "public water system," "mainstem," and clarifies that transfer certificate modifications cannot result in water transfer to additional major river basins or violate December 3, 2010 Catawba River Settlement Agreement.

Amends S.L. 2013-50 to exclude water systems operated simultaneously with sewer systems by same public body from definition of public water system for purposes of that act.
