Allows persons with valid concealed handgun permits to possess handguns in restaurants and eating establishments, unless a conspicuous notice prohibiting concealed carry is posted by the property owner or operator, effective January 1, 2014.

Expands felony weapons prohibitions to include ammunition, electric weapons or devices, and concealed carrying of any weapon in addition to firearms.

Creates tiered felony penalties for felon possession violations: Class G for basic violation, Class E if firearm is discharged, Class D if results in serious injury, and Class C if results in serious bodily injury.

Clarifies state preemption of local gun regulations by prohibiting political subdivisions from enacting ordinances concerning concealed carry, while allowing local governments to post prohibitions on government buildings and specifically identified recreational facilities.

Defines "recreational facilities" narrowly to include only athletic fields during organized events, swimming pools, and athletic event facilities, explicitly excluding greenways, biking/walking paths, and open areas.
