Allows the Division of Motor Vehicles to issue title for out-of-state motor vehicles that are 35 model years old or older without completing inspection and verification if the License and Theft Bureau fails to complete the inspection within 15 days of receiving a request.

Establishes that if an inspection is not conducted within 15 days and the inspector has no probable cause to suspect document or identification number fraud, the vehicle is deemed to have satisfied all inspection and verification requirements.

Requires title to be issued to the owner within 15 days after the 15-day inspection period expires if no inspection was conducted, or within 15 days of the inspection date if the vehicle passes inspection.

Limits inspections of vehicles 35 model years or older to verification of public vehicle identification numbers only, with examination of hidden identification numbers permitted only if probable cause develops to suspect fraud or mismatched documents.

Effective upon passage as of July 23, 2013.
