Requires the Department of Administration to modify its state property database by April 15, 2014 to include a field indicating whether properties include submerged lands, with a report to the Joint Legislative Commission on Governmental Operations.

Creates a new inventory process for state-owned submerged lands in non-coastal counties, requiring the Division of Water Resources to evaluate claims submitted by December 31, 2015, with annual reports to the Joint Legislative Commission on claim numbers, costs, and projected completion dates.

Appropriates $328,000 for fiscal year 2013-2014 (authorizing one attorney, one paralegal, and one administrative assistant) and $550,000 recurring for fiscal year 2014-2015 (authorizing three additional paralegals and one GIS specialist) to the Division of Water Resources for the inventory process.
