Establishes a new Bear Management Stamp costing $10.00 that all residents and nonresidents must procure before taking any bear within the state, effective July 1, 2014.

Exempts holders of lifetime licenses purchased before July 1, 2014, and persons exempt from license requirements under G.S. 113-276(c) and (n) from paying for the bear management stamp.

Increases the Nonresident Bear Hunting License fee from $125.00 to $225.00.

Allows the Wildlife Resources Commission to adopt rules permitting the use of bait to hunt black bears, modifying the existing ban on baiting bear and establishing penalties for unlawfully taking bear with bait.

Repeals Chapter 828 of the 1981 Session Laws.
