Session Law 2013-373: Senate Bill 354

• Repeals G.S. 135-48.12(b)(2), removing the State Auditor from ex officio membership on the committee on actuarial valuation of retired employees' health benefits.

• Requires the State Auditor to conduct annual audits of special responsibility constituent institutions within the University of North Carolina system, eliminating the option for institutions to contract with certified public accountants instead.

• Mandates that audit reports be provided to the Chancellor and Board of Trustees of the special responsibility institution and the Board of Governors of the University of North Carolina, and included in the State's Comprehensive Annual Financial Report.

• Places responsibility on the Board of Governors of The University of North Carolina to ensure all special responsibility constituent institutions are audited in accordance with the statute.

• Effective date: October 1, 2013.
