Allows honorably discharged veterans with a last permanent duty station in North Carolina to be charged in-state tuition rates without the standard 12-month North Carolina residency requirement.

Requires eligible veterans to have North Carolina as their abode, satisfy all other domicile conditions, and enroll within one year of discharge from the Armed Forces.

In-state tuition eligibility under this provision extends for no more than 12 months from the date the veteran enrolls in their degree or program.

Applies to veterans discharged on or after July 1, 2013, and takes effect for academic semesters beginning on or after July 1, 2013.
