Moves the procedure for objecting to proposed rules and initiating legislative review from rule notices to agency websites, requiring agencies to post this information online by the publication date in the North Carolina Register.

Clarifies that agencies adopting rules must notify the Codifier of Rules when rules are repealed due to repeal of authorizing law or abolishment of agency functions by executive order.

Removes the 10-business-day deadline for the Codifier of Rules to revise rule forms for inclusion in the North Carolina Administrative Code.

Expands venue options for judicial review of final administrative decisions to include the county where the person resides or, for out-of-state residents, the county where the contested case was filed, in addition to Wake County.
