Amends North Carolina Constitution to change judicial elections for Supreme Court Justices, Court of Appeals Judges, and Superior Court Judges from competitive elections to retention elections where voters decide whether to retain incumbents for the next eight-year term.

Judges must file for retention election as prescribed by law; if a judge does not file or voters reject retention by majority vote, a vacancy is created to be filled by gubernatorial appointment.

Changes the timeframe for filling judicial vacancies from 60 days to 90 days before the next General Assembly election, during which retention elections are held instead of general elections.

Prohibits judges rejected by voters or who fail to file for retention from being appointed to the same office for the subsequent term.

Submits the constitutional amendment to voters on November 4, 2014, with the ballot question asking whether judges should continue serving unless voters elect not to retain them.
