Direct the Energy Policy Council to study tiered electricity rates for residential, commercial, public, and industrial customers designed to incentivize energy conservation and efficiency.

Require study of inverted tiered block rate structures where higher electricity usage results in higher per-kilowatt-hour prices, with residential rates designed to achieve 40-60% statewide electricity consumption reduction from 2010 levels within 10 years.

Examine establishment of a public benefit fund or independent administrator for energy efficiency activities and potential revenue sources for such a fund.

Study incentive programs to encourage purchase of Energy Star qualified appliances and products, including consideration of an avoidable pollution tax on non-qualifying appliances.

Require interim report by February 1, 2014 and final report by May 1, 2014 to the Environmental Review Commission, Revenue Laws Study Committee, and Joint Legislative Utility Review Committee.
