Mandates that practitioners must honor patient requests not to send prescriptions or prescription-related information electronically.

Requires insurers and pharmacy benefits managers to provide patients' drug benefits and formulary information to prescribing practitioners in real time through electronic prescribing systems.

Prohibits electronic prescribing software from using advertising or economic incentives to hinder prescribing decisions at the point of care.

Requires electronic prescribing systems to support access to clinical data including adverse events, formulary information, co-pay requirements, and to facilitate prior authorization processes with real-time access to approval criteria and appeal procedures.
