Freezes the Renewable Energy and Energy Efficiency Portfolio Standard (REPS) requirement for electric utilities at 3% of 2011 North Carolina retail sales through 2023, eliminating previously scheduled increases to 6%, 10%, and 12.5%.

Maintains solar energy requirements at 0.20% of total kilowatt hours sold through 2023, down from a previously scheduled increase, with specific interim targets of 0.02% (2010), 0.07% (2012), and 0.14% (2015).

Establishes fixed swine waste and poultry waste resource requirements through 2023 at 0.20% and 900,000 megawatt hours respectively, eliminating previous escalation schedules.

Allows electric power suppliers to recover compliance costs through annual per-account charges capped at $12 (residential), $150 (commercial), and $1,000 (industrial) for 2012-2023, with charges identified as a "special surcharge for green energy" on customer bills.

Permits utilities to recover incremental costs incurred before July 1, 2013, to comply with REPS requirements that are repealed by this act, including costs from renewable energy purchase contracts and facility construction.
