Removes the additional fee for special registration plates for military service members, including Active Members of the National Guard, Bronze Star recipients, Combat Veterans, and Military Veterans.

Makes the following military special plates free of additional charge: Bronze Star Combat Recipient, Bronze Star Recipient, Combat Veteran, Legion of Merit, Military Veteran, Military Wartime Veteran, Partially Disabled Veteran, and Pearl Harbor Survivor.

Maintains existing provisions allowing the Division of Motor vehicles to issue free Legion of Valor, 100% Disabled Veteran, and Ex-Prisoner of War plates to eligible recipients.

Requires all military-related special plates to be subject only to regular motor vehicle registration fees in G.S. 20-87 or 20-88, with no additional special plate fee.

Becomes effective July 1, 2013.
