Allows county jails to charge prisoners a fee of up to $10.00 for a 30-day supply or less of prescription drugs, in addition to existing medical care fees of up to $20.00 per incident.

Changes pistol permit fees from a licensing fee to an application fee of $5.00 per permit requested, charged by the sheriff upon receipt of an application.

Makes escape from a county or municipal confinement facility a Class H felony (instead of Class 1 misdemeanor) if the person has been charged with or convicted of a felony and is pending trial or transfer to state prison.

Sections 1 and 2 (jail and permit fees) become effective August 1, 2013; Section 3 (felony escape) becomes effective December 1, 2013.
