Students in public schools may voluntarily pray silently or audibly, express religious viewpoints, share religious perspectives with peers, and possess or distribute religious literature under the same circumstances permitted for nonreligious speech and activities.

Students may organize prayer groups, religious clubs, and religious gatherings before, during, and after school with equal access to school facilities as other noncurricular student groups, without discrimination based on religious content.

Students may express religious beliefs in homework, artwork, and classroom assignments and cannot be penalized or rewarded based on religious content, though work is judged by ordinary academic standards and legitimate pedagogical concerns.

School boards must establish a formal grievance process allowing students or parents to challenge violations of these religious rights, with appeals to the superintendent (30-day resolution requirement) and the local school board, followed by possible superior court action if administrative remedies are exhausted.

School personnel cannot lead or direct religious activities in violation of the Establishment Clause but may voluntarily participate in student-initiated religious activities on school grounds, and coaches and supervisors may be present during student prayer without being disrespectful.
