Session Law 2013-340 - Senate Bill 372 Summary

• Require the Environmental Management Commission to provide notice and an opportunity for comment to county boards before issuing permits for land application of bulk residuals from wastewater treatment facilities, effective August 1, 2013.

• Increase the Department of Transportation contract threshold for informal bid procedures from $1,200,000 to $2,500,000 for construction, maintenance, operations, and repair projects, effective August 1, 2013.

• Clarify that the Department of Transportation's disadvantaged minority-owned and women-owned business participation policies apply to contracts let using informal bid procedures under G.S. 136-28.1(b).

• Establish a 13-member State Payment in Lieu of Taxes Study Commission to study state payments in lieu of taxes for state properties, including wildlife and game lands, with a final report due before the 2015 General Assembly convenes.
