Establishes a three-year reinstatement window for veterinary technicians and licensed veterinarians whose licenses were revoked for failure to renew, requiring accrued renewal fees, reinstatement fees, and proof of continuing education credits.

Creates new confidentiality protections by making electronic mail addresses and names of licensed or registered veterinarians confidential and not subject to public records disclosure under state law.

Takes effect upon becoming law.
