Authorizes the State Board of Community Colleges to allow community colleges to contract with nonprofits to operate career prep adult high schools providing flexible scheduling, childcare services, and individualized support for adults seeking high school diplomas and career development.

Requires the State Board to adopt standards and guidelines covering student eligibility, curriculum, graduation requirements, and student support services for career prep adult high schools.

Appropriates $4,000,000 for the 2014-2015 fiscal year ($2,000,000 each to Forsyth Technical Community College and Central Piedmont Community College) with intent to appropriate $4,000,000 nonrecurring basis for 2015-2016 and 2016-2017 fiscal years.

Specifies that instruction at approved career prep adult high schools shall not earn regular budget FTE (full-time equivalent) as long as colleges receive direct appropriations for this purpose.

Requires Forsyth Technical Community College and Central Piedmont Community College to report to the Joint Legislative Education Oversight Committee on September 1, 2015 and 2016 on student academic performance, graduation rates, income changes, and job placements.
