Eliminates the $15,000 cap on civil actions using arbitration procedures in district court.

Clarifies that parties filing notices of complex business case designations in superior court must pay the $1,000 additional fee upon assignment rather than having counties advance it.

Adds motions filed under G.S. 1C-1602 and 1C-1603 to the list of motions exempt from the $20 motion fee.

Requires counties and municipalities to advance all court costs and fees except civil process fees, with the Administrative Office of the Courts authorized to withhold facilities fees from counties that fail to pay costs and fees within 30 days.

Requires criminal costs and fees to be disbursed according to G.S. 15A-1343(b), effective immediately upon the bill becoming law.
