Increases the Board of Agriculture from 10 to 11 members, effective September 1, 2013 for new appointments.

Adds one member who shall be a practicing pork farmer to represent the swine interest of the State.

Changes the dairy farmer representative's designated interest from "livestock" to "cattle" only.

Expands the definition of "public corporation" for foreign trade zone purposes to include "a corporate municipal instrumentality of one or more states."
