Establishes confidentiality protections for unemployment insurance information consistent with federal regulations at 20 C.F.R. Part 603, making such information exempt from public records disclosure except as permitted by federal law.

Authorizes the Division of Motor Vehicles to disclose social security numbers to the Department of Commerce's Division of Employment Security for verifying employer and claimant identity.

Increases the weekly job contact requirement for unemployment benefit eligibility from two to five potential employers per week, effective July 1, 2014.

Eliminates the procedure for requesting reconsideration of unemployment insurance decisions and simplifies the judicial review process to begin 30 days after decision mailing, effective July 1, 2014.

Restructures unemployment benefit duration to depend solely on seasonal adjusted statewide unemployment rates, with maximum benefits ranging from 12 weeks (unemployment ≤5.5%) to 20 weeks (unemployment >9%), effective July 1, 2014.

Requires claimants to present valid photo identification when reporting to the Division for weekly unemployment benefit certification.

Creates an independent Board of Review consisting of three members representing employees, employers, and the general public, appointed by the Governor and subject to General Assembly confirmation, with three staggered four-year terms.
