Repeals previous legislative provisions authorizing a state-run or "Partnership" health benefit exchange and prohibits state departments from entering contracts or committing resources to establish either model without General Assembly authorization.

Directs the Department of Health and Human Services to cease expenditures from Exchange Planning Grants and Level One Cooperative Agreement Establishment Grants, with up to $11 million in 2013 grant funds appropriated to reimburse the state for prior exchange-related expenses and personnel costs for winding down operations.

Requires the NC FAST information technology system to provide Medicaid eligibility determinations for the federally facilitated health benefit exchange, with up to $5 million in state matching funds available and 90/10 Medicaid funding to be sought for system development.

Prohibits expansion of North Carolina's Medicaid eligibility under the Affordable Care Act's optional Medicaid expansion and bars state agencies from expanding Medicaid eligibility standards without specific direction from the General Assembly.

Effective upon becoming law on February 27, 2013.
