Modifies photo identification requirements for voting to allow military IDs and Veterans Administration cards without expiration dates, and tribal enrollment cards with an eight-year issuance date window.

Adjusts special election procedures by permitting elections to be held at the same time as primary elections, county general elections, or municipal general elections, encouraging high voter turnout scheduling.

Increases electronic campaign finance reporting thresholds for political committees not involved in statewide races from $5,000 to $10,000, effective January 1, 2017.
