Adds new section 120-30.9J to North Carolina General Statutes to automatically repeal any city or county ordinance, resolution, act, policy, or public/local law that was denied preclearance under Section 5 of the Voting Rights Act of 1965 prior to June 25, 2013.

Applies to ordinances, resolutions, or acts for which either the United States Department of Justice interposed an objection or the United States District Court for the District of Columbia denied a declaratory judgment under Section 5 of the Voting Rights Act.

Excludes from repeal any ordinance, resolution, act, policy, or law to which the Department of Justice withdrew its objection or for which a court later issued a declaratory judgment of compliance.

Effective upon enactment on July 23, 2013.
