Repeals G.S. 14-269 and replaces it with G.S. 14-269A, making it a Class 2 misdemeanor (or Class I felony for subsequent offenses) to carry concealed weapons for illegal purposes only.

Amends G.S. 14-269.2 to allow concealed handgun permit holders to carry firearms on educational property, adding them as an exemption to the general prohibition on weapons at schools.

Adds exemptions for off-duty law enforcement officers, retired law enforcement officers with permits and certification, district attorneys and investigators with concealed handgun permits, Armed Forces personnel on duty, and detention/correctional officers transporting firearms to authorized parking spaces.

Removes the former exemption reference to G.S. 14-269(b) and clarifies that educational property excludes areas not primarily used for educational purposes.

Effective December 1, 2013, and applies to offenses committed on or after that date.
