Repeals previous ethics exemptions for voting members of metropolitan planning organizations (MPOs) and rural transportation planning organizations (RPTOs) who are not Board of Transportation members.

Requires non-Board members serving on MPOs and RPTOs to disclose conflicts of interest, file statements of economic interest with the State Ethics Commission, and file additional disclosures listing all real estate owned within their organization's jurisdiction.

Prohibits MPO and RPTO members from participating in actions where they or their extended family/business associates may receive reasonably foreseeable financial benefits, with limited exceptions for ministerial actions and quorum situations.

Establishes criminal penalties for violations: Class 1 misdemeanor for participating in conflicted actions or knowingly failing to disclose required information; Class H felony for providing false information on required filings.

Requires Board of Transportation members serving on MPOs and RPTOs to comply with existing state ethics laws (Chapter 138A of General Statutes and G.S. 143A-350).
