Establishes the Eugenics Asexualization and Sterilization Compensation Program to provide $50,000 lump-sum payments to individuals sterilized or asexualized under the Eugenics Board of North Carolina between 1933 and 1974.

Creates the Office of Justice for Sterilization Victims to assist qualified recipients in determining eligibility, filing claims, and representing claimants before the Industrial Commission through December 31, 2015.

Compensation payments are excluded from state and federal income taxation and disregarded as income or assets for eligibility purposes in state and federal public assistance programs.

Establishes the Eugenics Sterilization Compensation Fund in the State Treasurer's Office with initial appropriations of $4 million for 2013-2014 and $5 million for 2014-2015, with additional funding to be appropriated as needed.

Requires the Department of Cultural Resources to electronically scan and index Eugenics Board records and establish a searchable database to assist in identifying potential claimants who were sterilized.
