Authorizes the University of North Carolina School of the Arts to charge fees to in-state high school students beginning with the 2014-2015 academic year to help cover institutional expenses.

Empowers the Board of Governors of UNC and the Board of Trustees of UNC School of the Arts to recommend and establish fees for in-state high school students consistent with General Assembly actions.

Prohibits any fees from being charged to in-state high school students during the 2013-2014 academic year.

Explicitly prevents the boards from imposing tuition on in-state students without specific approval from the General Assembly.

Becomes effective July 1, 2013, and applies to the 2014-2015 academic year and subsequent years.
