Changes the recipient of Olympic Games special plate proceeds from the N.C. Health and Fitness Foundation, Inc. to North Carolina Amateur Sports.

Increases the allocation to the U.S. Olympic Committee from 50% to 67% of proceeds to assist in training Olympic athletes.

Decreases the allocation to North Carolina Amateur Sports from 25% to 33% for administration of the State Games of North Carolina.

Eliminates the 25% allocation to the Governor's Council on Physical Fitness and Health that previously supported local fitness council development throughout North Carolina.

Effective date: July 1, 2013.
